UP government presented a supplementary budget of Rs 7.301.52 crore in the Legislative Assembly
Lucknow:
The government of Uttar Pradesh presented a supplementary budget of Rs 7,301.52 crore in the state legislative assembly for fiscal year 2021-22 on Wednesday to meet additional expenditures.
The supplementary budget was presented by Finance Minister Suresh Kumar Khanna in the presence of Chief Minister Yogi Adityanath. Khanna said the additional budget is very small and should be passed without any discussion.
“It is only 1.33 percent of the annual budget of Rs 5.5 lakh crore presented by the government earlier,” Mr Khanna said.
In introducing the supplementary budget, Mr Khanna said that the focus is on extremely important issues of public welfare or fulfilling a particular arrangement.
“Herein are some new demands, especially for youth job creation for which Rs 3,000 crore has been allocated. The other highlights are the Social Security Fund for Lawyers, Electricity System Improvement, Construction of Ambedkar Smarak and Saanskritik Kendra, Livestock Conservation and the increasing basic infrastructure in Ayodhya,” he said.
He pointed out that in the span of four and a half years of government, public perception has changed.
“The biggest parameter is the evaluation of any government, and the public believes that the Yogi Adityanath government in UP made new records and also broke some records.
“That is why I would like to urge the House through you (speaker) to approve the supplementary budget of 1.33 percent without any discussion, that would be good,” he said.
Then opposition leader Ram Govind Choudhary apparently said Mr Khanna had made an excavation and said the government has made new records, to which Mr Khanna replied, “This is true.”
Further, pointing to Yogi Adityanath, Mr. Khanna said, “He is the Ram of politics, and he sits here to defeat the evil forces.” This led to a loud desk-thump from members of the ruling party.
Later, Speaker Hriday Narayan Dixit informed the House that an oil painting by Babasaheb Bhimrao Ambedkar will be installed in the House.
“Uma Shankar Singh had said about the installation of an oil painting by Babasaheb Bhimrao Ambedkar, and an oil painting is being made. It has been ordered by the Vidhan Sabha and the chief minister has been consulted about it. It will be installed,” Mr. Dixit said.
Former UP cabinet minister and head of the Suheldev Bharatiya Samaj party (SBSP) Om Prakash Rajbhar on Wednesday demanded that an oil painting of Ambedkar be installed in Vidhan Sabha Bhavan and took part in a protest.
On Tuesday, Rajbhar had handed over a letter in this regard to the UP Assembly Speaker.
Meanwhile, the entire Question Time was wiped out as members of the Samajwadi Party and the opposition Congress gathered in Well of the House over the issue of price hikes.
As soon as the House met at 11 a.m., members of the Samajwadi Party (SP) and Congress stormed into Well of the House and began chanting slogans against the government about price hikes.
Opposition Leader in the Legislative Assembly Ram Govind Choudhary said: “Inflation has skyrocketed and the public feels harassed because of the rising prices of petrol, diesel and cooking gas”.
As soon as Mr Choudhary said this, SP members crowded into Well of the House and raised slogans. Congressmen also followed suit.
Speaker Dixit said: “The state government has nothing to do with inflation. When your rangarang karyakram (colorful program) is over, let the House function.”
Members of the opposition, however, continued to chant slogans, leading to a 40-minute adjournment of the House hearing, which was later extended by the Speaker for the entirety of Question Time, until 12:20 p.m.
